Notice determination

November 16, 2020 – Indigenous Services Canada has determined that the proposed Poplar River First Nation Water Treatment Plant is not likely to cause significant adverse environmental effects.


The determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public;
  • mitigation measures.


Implementation of mitigation measures is required for the project to address:

  • Fuel storage and handling, ground and surface water quality and contamination, soil erosion and siltation, air and noise emissions, soil contamination, health and safety around blasting, vegetation removal and wildlife disturbance, fish habitat alteration and invasive species introduction.

Indigenous Services Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. Environmental effects that are within provincial jurisdiction would be addressed through provincial regulations.


Therefore, Indigenous Services Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
