Olsen Road site development for truck staging – Public Comments Invited 

February 5, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Olsen Road site development for truck staging, located at 11090 Olen Road, Surrey, BC  is likely to cause significant adverse environmental effects. Written comments to be received by March 6, 2021

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project 

Tyam Excavating and Shoring Ltd., working on behalf of Prudential Transportation Ltd., proposes to prepare a currently vacant site measuring approximately 37,000 square metres, to enable use for trucking operations and container storage. Proposed works include vegetation removal, site excavation, site grading, and sand and gravel placement to prepare the site for these operations. 

Approximately 15,000 square metres of the site currently has vegetation cover, this is proposed to be stripped and removed with the exception of setback areas near knotweed management zones and along the property boundary. Excavation of this area is proposed to a maximum depth of 1.5 metres, not disturbing native soils. Sand and gravel is proposed to backfill the excavated area and be graded throughout the site. During construction, it is estimated that 40 trucks per day will visit the site. There is sufficient space within the site to stage trucks as they await loading or dumping time, therefore no offsite staging is proposed on Olsen Road. 

Once site preparation work is complete, the site will be operated by Prudential Transportation Ltd. Operations will consist of commercial truck and trailer parking and repair, containerized cargo storage, and steel storage. It is estimated that between 20 and 65 trucks will frequent the site per day.
