Notice of intent to make a determination

Red Earth River Dike Extension - Public Comments Invited

Janaury 26, 2021 - Indigenous Services Canada must determine whether the proposed Red Earth River Dike Extension, located on Red Earth IR 29A is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Red Earth IR 29A is highly prone to flood events due to seasonal weather changes and rainstorm events flooding the Carrot River.  A berm was constructed to protect the community but fails to protect approximately 12 lots from the common flood events. The scope of the project is to extend the existing berm to protect the 12 vulnerable lots. The proposed berm extension will be approximately 400m in length and will require 5,500 m3 of fill to construct.

The project will involve clearing and grubbing the proposed work site, installation of compacted clay in the shape of a berm and replacement of topsoil.  It is anticipated that the imported fill for the project will come from the borrow pits located south of Natacam (onsite).  The contractor will determine the most suitable equipment for the project but it is anticipated that excavator, dozer, packer and trucks will be used.  Refueling of any equipment will be completed away from water bodies.  Should it be completed onsite, proper spill containment equipment will be utilized.  Ideally construction will take place during the winter / early spring prior to melt.  Appropriate erosion protection and silt fencing will be utilized.
