Notice of Determination

January 19, 2020 – The Business Development Bank of Canada (BDC) has determined that the proposed Expansion of the Lumber Transload Facility of Goodrich Terminal2012 Ltd. at the Port of Vancouver is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  1. Before the first disbursement of the loan:
    1. Submit a copy of the project permit and authorization from the Vancouver Fraser Port Authority.
  2. During the disbursement of the loan:
    1. The client must report immediately any accident or malfunctions that may have material adverse effects on the environment;
    2. Before each disbursement, client must submit a copy of the most recent environmental monitoring report prepared by an independent third party.
  3. When the project is completed:
    1. The client must notify BDC by writing of the completion of the project.

BDC is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, BDC may provide financial assistance to enable the project to be carried out in whole or in part.
