Shellburn Berthing Dolphin Replacement Project – Amendment PER No. 20-012-01 (Condition 23 - Extended Hours) – Public Comments Invited

December 11, 2020 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed amendment to construction hours in respect of condition 23 of the approved Shellburn Berthing Dolphin Replacement project, located in Burnaby, BC is likely to cause significant adverse environmental effects. Written comments to be received by January 9, 2021.

To help inform this determination and a decision on whether or not to approve the proposed amendment to construction hours, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project Amendment

Shell Canada Products Ltd. proposes to carry out physical activities related to the replacement of four existing berthing dolphins and the installation of a fifth berthing dolphin at the Shellburn facility 24 hours a day, five days a week for the construction period from January 2021 to June 2022. These works require an amendment to condition 23 of the approved Shellburn Berthing Dolphin Replacement project permit (PER No. 20-012). The rationale for the extended work hours request is to allow for safe, efficient and timely completion of Project activities that are tidally dependent.  

Project components associated with this request include formwork removal, fender panel installation, works to support installation of in-water piles such as splicing or welding pile sections together, and deck re-instatement activities. No pile driving activity (installation or removal) will be conducted outside of regular construction hours.
