Amendment to the construction hours in respect to condition 45 of the approved Pattullo Bridge Replacement Project (PER No. 17-107) – Public comments invited 

November 6, 2020 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Amendment to the construction hours in respect to condition 45 of the approved Pattullo Bridge Replacement Project (PER No. 17-107), spanning the Fraser River between Surrey and New Westminster, is likely to cause significant adverse environmental effects. 

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The proposed project 

The Ministry of Transportation and Infrastructure (MoTI) proposes to carry out physical activities related to bridge construction works continuously (24 hours, 7 days a week) for the construction period from October 2020 to December 2023. These works require an amendment to condition 45 of the approved Pattullo Bridge Replacement project permit (PER No. 17-107).The rationale for the extended work hours request is to maintain the construction schedule and align with nighttime works approved under their provincial Environmental Assessment (EA) Certificate (#T19-01).   

Project components associated with this request include general construction activities; works to support installation of in-river piles, for example splicing or welding pile sections together; use of cranes to lift pre-cast concrete panels into place during cantilevered bridge deck construction; shipping of materials to and from the construction site, temporary lighting to illuminate night-time work areas; equipment mobilization and demobilization; concrete pouring. No pile driving will be conducted outside of regular construction hours.
