Public Comment Period on Intent to Make a Determination
Forest Management at Base Valcartier - 2020-2021

September 29, 2020 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

In accordance with the Memorandum of Understanding signed between the Department of National Defence (DND) and Canadian Forest Service (CFS), CFS will carry out forest management work on behalf of DND on the Ranges and Training Areas of the 2nd Canadian Division Support Base Valcartier. This work is an integral part of the Valcartier Base Forest Management Plan. From December 2020 until the end of March 2021, selection cutting, irregular shelterwood cutting (ISC) and cutting with protection of regeneration and soils (CPRS) will be carried out. To access the sites to be developed in the above-mentioned sectors, existing forest roads will be redeveloped and new sections will be built. In the summer of 2021, reforestation, plantation clearing, pre-commercial thinning and vegetation control are also planned.

The forest management work will comply with the Règlement sur l'aménagement durable du territoire forestier (RADF) in force since April 2018 in Quebec.
