Peguis First Nation Landfill Expansion - Public Comments Invited

August 20, 2020 – Indigenous Services Canada must determine whether the proposed Peguis First Nation Landfill Expansion, located in Peguis First Nation is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Peguis First Nation is planning to expand their Class II Waste Disposal Grounds Facility located on northwest Section 24, Township 26, Range IW (ISC Project No. ASV04). The Active Waste Site (the Site) was first developed in 2009 with the construction of a single waste cell (Cell 1), leachate storage/evaporation pond, recycling depot, burn area and other components
including site access road,fencing, and surface water ditching. The Site includes a recycling centre with separate areas for recyclables,electronics, tires, metals,and used oil products(Figure G02).
Based on KGS Group discussions with the Landfill Supervisor and the Peguis Public Works Director in 2018, Cell 1 was used from 2009 to 2014 (approximately 5 years)and was subsequently capped in 2015.  A second waste cell (Cell 2) was constructed in 2015 and is currently the active cell at the
Site. Both Cell 1 and Cell 2 were constructed at or close to ground surface. Having a high groundwater table the area is prone to overland flooding
The objective of the project is to complete design and construction of interim upgrades to increase capacity and improve conditions at the Site. KGS Group recently completed design of Cell 3 for the site which will provide the community with an additional 5 years of landfill capacity(Figure G03 and Figure G04).
