Public Comment Period on Intent to Make a Determination

Alberta Zero Emission Truck Electrification Collaboration Fueling Station

June 24, 2020 - Natural Resources Canada must determine whether the proposed project involving the construction and operation of a hydrogen fueling station located in an industrial area at the Edmonton International Airport near Edmonton, Alberta, is likely to cause significant adverse environmental effects.

To help inform this determination, Natural Resources Canada is inviting comments from the public. All comments received will be considered public (and may be posted online). For more information, individuals should consult the Privacy Notice on the Registry website. Written comments must be submitted by July 24, 2020 to:

The Project

The proposed project involves the development and demonstration of a cost-effective 450 m2 hydrogen fueling station for highway capable, zero-emission, heavy-duty commercial fleet vehicles, located at the Edmonton International Airport near Edmonton, Alberta. The project includes the following physical activities: site preparation, construction of a 140 m2 concrete pad on which the fueling equipment will sit, installation of fueling equipment and fencing, and operation of the hydrogen fueling station.

Potential Impacts

Natural Resources Canada has identified the following potential environmental impacts of the project: temporary noise pollution and truck exhaust emissions related to the delivery and installation of the equipment, and potential for accidents and malfunctions regarding hydrogen fuel storage and dispensing. No residual environmental effects are expected.

Mitigation Measures

These potential impacts will be mitigated through the following measures: work will be done to minimize noise and exhaust by adhering to normal working hours, keeping noise level to a minimum, not allowing vehicles to idle when not in use and using normal safe construction practices. Accidents and malfunctions will be mitigated by having trained personnel to dispense fuel, housing equipment in a locked, fenced area, and ensuring proper installation and maintenance of equipment. The Edmonton International Airport has an established Environmental Management System to ensure that operations and activities at the airport are conducted in an environmentally responsible manner, and to ensure that Edmonton International Airport's environmental policies are satisfied.
