Public Comment Period on Intent to Make a Determination
Heating, Ventilation, and Air Conditioning (HVAC) and Roof Refit - CFB Kingston

June 3, 2020 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The project involves retrofitting the roof and relocating the HVAC units.

Building MC39 is a pre-engineered, single storey steel building constructed circa 1990 with a with a gross floor area of 3,406 m2. There are currently nine (9) rooftop HVAC units and associated condensers on a standing seam metal roof. The condensers are supported by the platform structure that runs the length of the building, while the HVAC units sit on roof curbs. There are roof leaks around the roof penetrations for both the platform legs and roof curbing.

All existing HVAC units and associated condensers will be decommissioned and permanently removed from the roof. New HVAC units will be installed on the north side of the building on grated steel structures with pillars. Each pillar will be augured and the excess soil will be spread around the site for reuse and restoration. The existing standing seam metal roof will be replaced with a new one.
