Notice of Determination

April 8, 2020 – City of Delta, B.C. –– The Vancouver Fraser Port Authority has determined that the proposed Annacis Island Wastewater Treatment Plant New Outfall System – Project Permit No. 17-093 – Amendment (Condition 32 – Extended Hours) is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Conditions of Project Permit 17-093 remain unchanged and apply to extended work hours; including:
    • All works will be carried out in accordance with the construction environmental management plan
    • All works will be carried out in accordance with the construction communications plan
    • Pile driving will be completed using a vibratory hammer to the extent possible
    • Continue to communicate to marine users through the Marine Users Working Group and consider feedback
    • Notify the port authority of any complaints and responses to any feedback received from the community
  • Activities likely to generate excess noise are to be concentrated to daytime hours to the extent possible

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
