Notice of Determination

Fraser Grain Terminal – Grain Export Facility – Extended Hours - Surrey B.C. – March 18, 2020 – The Vancouver Fraser Port Authority has determined that the request to carry out certain construction and physical activities, related to the above project, outside the hours stated in condition No. 36 of Project Permit PER No. 15-041, is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Temporary lighting will be placed along the wharf to maintain a safe working environment
  • Staff travel will be coordinated to minimize traffic in surrounding areas.
  • Machinery run time will be kept to a minimum and machinery will be shut off when not in use.
  • Mitigation measures that were part of the project and environmental review of Project Permit PER No. 15-041

The Vancouver Fraser Port Authority is satisfied that the carrying out of Amendment PER No. 15-041-04 is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, as amended, exercise any power, perform any duty or function, or provide financial assistance to enable the project, as amended, to be carried out in whole or in part.
