Dredging to Deepen Berth 1 – Project Permit No. 18-027-1 – Amendment (Condition 23 – Extended Hours) – Public Comments Invited
February 24, 2020 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed extension to the expiry date and the associated proposed amendment to the construction hours in respect to condition 23 of the approved Dredging to Deepen Berth 1 (PP No. 18-027), located at Neptune Bulk Terminals, North Vancouver, is likely to cause significant adverse environmental effects.
To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project
Neptune Bulk Terminals proposes to carry out physical activities related to the installation of a sheet pile wall and the dredging to deepen Berth 1 at Neptune Bulk Terminals up until October 31, 2020. This would require an extension to the approved Dredging to Deepen Berth 1 project permit (PP No. 18-027), which has an expiry date of February 29, 2020.
Neptune Bulk Terminals also proposes to carry out physical works associated with the approved Dredging to Deepen Berth 1 Project 24 hours a day, 7 days a week, excluding statutory holidays to August 31, 2020. This would require an amendment to condition 23 of the approved project permit, which states:
All general construction and physical activities related to the Project shall be conducted from Monday to Saturday between the hours of 7:00 am and 8:00 pm. No construction and physical activities shall take place on Sundays or holidays. These hours shall not be modified without prior approval of VFPA. To request permission to conduct activities outside of these hours, the Permit Holder must submit a written request no less than 20 business days prior to the desired start date.
The condition amendment is being requested further to an earlier approval in August 2019, which allowed physical works to be carried out 24 hours a day, 7 days a week, excluding statutory holidays from August 7, 2019 to February 29, 2020.
