Gagetown Residential Housing Units Remediation Project – Public Comments Invited

September 19, 2019 — The Department of National Defence must decide whether the proposed Gagetown Residential Housing Units Remediation Project, located in 5th  Canadian Division Support Base Gagetown (New Brunswick) is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The CFHA Gagetown RHUs were formerly heated using heating oil as a fuel source. Accidental releases of heating oil associated with the former heating oil above ground storage tanks (ASTs) and fuel lines located in the basement sub slabs of the residential housing units (RHUs) resulted in contamination at various CFHA Gagetown RHUs s. The proposed project consists of remedial excavation of the petroleum hydrocarbon (PHC) impacted sub slab soils and/or groundwater in the basements of the RHUs s and of site disposal of the soils and/or groundwater at a licensed disposal facility. The remedial excavation work is generally contained within the basements of the RHUs s (interior excavation of the impacted soils) and within the footprint of the building. In some cases where the PHC contamination migrated towards the RHUs s foundation draining system, the remediation potentially can extend outside of RHUs s and is limited to the area in immediate vicinity of the foundation walls. Following the completion of the successful remedial excavation, the excavation is backfilled with clean material and the sub slab in the RHUs s basements and/or outside areas are reinstated.
