Subject: Amendment to the Environmental Impact Statement Guidelines for the proposed Lake Manitoba and Lake St. Martin Outlet Channels Project

Based on additional information received regarding the Lake Manitoba and Lake St. Martin Outlet Channels Project (the Project), the Canadian Environmental Assessment Agency (the Agency) has expanded the list of potentially affected Indigenous groups that Manitoba Infrastructure is expected to engage with for the federal environmental assessment of the Project. The Agency requires Manitoba Infrastructure to undertake engagement activities with Keeseekoowenin Ojibway First Nation, Fox Lake Cree Nation, Pimicikamak Okimawin (Cross Lake Band of Indians), York Factory Cree Nation, Tataskweyak Cree Nation and the Council of Chiefs of Anishinaabe Agowidiiwinan (First Nations in Treaty 2 Territory). These additions are considered an amendment to the Agency's Environmental Impact Statement Guidelines for the Project issued on May 15, 2018.

Keeseekoowenin Ojibway First Nation is to be included under section 5 of the Environmental Impact Statement Guidelines as an Indigenous group that is expected to be most affected by the Project. Fox Lake Cree Nation, Pimicikamak Okimawin (Cross Lake Band of Indians), York Factory Cree Nation, Tataskweyak Cree Nation and the Council of Chiefs of Anishinaabe Agowidiiwinan (First Nations in Treaty 2 Territory) are to be included as an Indigenous group that may also be affected by the Project, but to a lesser degree, under section 5 of the Environmental Impact Statement Guidelines.

As further information about the potential effects of the Project on Indigenous groups is brought forward, the Agency may update the required level of engagement as appropriate.
