SUBJECT: Proposed Beaver Dam Mine Project December 2016 Update Submission
Thank you for the Beaver Dam Mine Project Update submitted on December 14, 2016, describing alternative configurations for the haul road network from the proposed Beaver Dam site to the existing Touquoy Mine site.
Having reviewed the project update, and discussed with Nova Scotia Environment, it has been determined the Guidelines for Preparation of the Environmental Impact Statement (Guidelines) issued to Atlantic Gold Corporation in January 2016 do not require amending.
I draw your attention to the following sections of the Guidelines:
- Part 2, Section 2.2 Alternative means of carrying out the project which states "the EIS will identify and consider the effects of alternative means of carrying out the project that are technically and economically feasible… In its alternative means analysis, the proponent will address at a minimum, the following project components:… transportation of ore (means and routing considered)…" The March 2015 document Addressing "Purpose of" and "Alternative Means" under the Canadian Environmental Assessment Act, 2012 outlines the Agency's requirements and approach to alternative means assessment ( https://www.canada.ca/en/environmental-assessment-agency/news/policy-guidance/addressing-purpose-alternative-means-under-canadian-environmental-assessment-act-2012.html ). The final route selected (or multiple alternative means if a single, preferred means is not identified) shall be carried forward for full assessment.
- Part 2, Section 3.2 Project activities which states "the EIS will include a summary of the changes that have been made to the project since originally proposed…"
