Decision

Fisheries and Oceans Canada and Natural Resources Canada have taken the following course of action on December 23, 2014 relating to the comprehensive study of the Star-Orion South Diamond Mine Project. The authorities may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the Comprehensive Study Report, the implementation of appropriate mitigation measures and the follow-up program, the authorities are of the opinion that the project is not likely to cause significant environmental effects.

Implementation of mitigation measures is required for the following environmental components:

  • atmospheric environment (e.g. air quality)
  • water resources (e.g. groundwater and surface water quality and quantity)
  • terrestrial wildlife habitat and species (e.g. migratory birds and species at risk)
  • fish and fish habitat (e.g. fish habitat offset plan)
  • physical and cultural heritage (e.g. structures, sites or objects of archaeological, paleontological, historical or burial significance)
  • human health (e.g. country foods, noise, well water quality and quantity)

A follow-up program to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this project.
