Port of Quebec Deep-Water Multipurpose Wharf Project – Beauport 2020 — Public Comments Invited

August 10, 2015 — The Canadian Environmental Assessment Agency (the Agency) commenced a federal environmental assessment for the proposed Port of Quebec Deep-Water Multipurpose Wharf Project - Beauport 2020.

The Agency invites the public to comment on which aspects of the environment may be affected by this project and what should be examined during the environmental assessment, as detailed in the draft Environmental Impact Statement (EIS) Guidelines.

Written comments must be submitted by September 9, 2015 to:

This is the first of three opportunities for the public to comment on this project. All comments received will be considered public.

Following this comment period, the Agency will finalize and issue the EIS Guidelines to the proponent. An application period for participant funding and a future public comment period on the proponent's EIS will be announced at later dates.

Projects subject to the Canadian Environmental Assessment Act, 2012 (CEAA 2012) are assessed using a science-based approach. If the project is permitted to proceed to the next phase, it will continue to be subject to Canada's environmental laws, enforcement and follow-up, and fines for non-compliance.

The Proposed Project

The Quebec Port Authority proposes to extend the existing wharf 610 metres eastward in order to be able to add two deep water berths to its bulk transport facilities in the Beauport sector. The project would include the filling of the area behind the wharf and the construction of a containment dyke to create a 17.5 hectares additional area for the development of equipment for material handling, transshipment and storage, the construction of a rail loop, the rehabilitation of a section of Henri-Bourassa Boulevard on the Port Authority property and the extension of the emergency emissary of the Beauport wastewater treatment station. The project also includes the addition of a breakwater and work to recharge and consolidate the Beauport Beach area to protect it from erosion.
