Introduction to Strategic Environmental Assessment


This course will provide participants with an understanding of strategic environmental assessment (SEA) through an overview of the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals (the Cabinet Directive) and case studies.

Ideal Participants

  • Policy analysts and officers
  • Cabinet liaison officers
  • Other federal public servants involved in planning, managing, conducting, reviewing or participating in SEAs carried out under the Cabinet Directive
  • Consultants interested in providing services to help departments and agencies conduct SEAs

Outcomes and Benefits

This course will:

  • provide an overview of the requirements under the Cabinet Directive;
  • enhance understanding of the roles and responsibilities federal departments and agencies have under the Cabinet Directive in regards to SEA and the opportunities they have for departmental flexibility;
  • offer procedural guidance on how to conduct SEAs, the steps within the SEA process, and how to consider the Federal Sustainable Development Strategy goals and targets in the context of an SEA, as per the Cabinet Directive; and
  • provide information on public statements and SEA reporting practices.


Participants will have the opportunity to:

  • familiarize themselves with the Cabinet Directive, learn about SEA practice, and discuss case studies; and
  • interact with SEA practitioners from other departments and agencies, and share knowledge on their respective internal processes.
