The Proposed Project
The Department of National Defence (DND) is proposing a project. The Canadian Patrol Submarine Project (CPSP) involves the development of a new submarine support and operational facility at the Colwood site at Canadian Forces Base (CFB) Esquimalt, British Columbia. The project is intended to provide the infrastructure necessary to sustain future submarine capability on Canada's West Coast. This submission relates to the demolition and removal of existing infrastructure and site preparation, herein referred to as Phase 1. Additional scope elements under the CPSP not covered in this submission include the construction of submarine berthing and jetty infrastructure, maintenance and logistics facilities, administrative and training buildings, utilities, roads, security infrastructure, and associated site works required to enable submarine operations, maintenance, training, and shore support functions. These will be addressed in separate phases.
Phase 1 of CPSP will include the demolition and removal of existing infrastructure at D-Jetty. This includes existing buildings, utilities, the jetty, structures, upland fill materials and associated site features, together with any ancillary works required to prepare the site for future submarine support infrastructure. A new boat ramp will also be constructed to the north of F-Jetty to replace the existing boat ramp at Yew Point, which will become inaccessible following D-Jetty demolition.
