July 30, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project. The Harvey Jimmy Compound Project modernizes a section of the Harvey Training Area at Canadian Forces Base (CFB) Kingston to address critical infrastructure gaps limiting Signals and Technician training at Canadian Forces School of Communications and Electronics (CFSCE). Current deficiencies in power, communications, hardstand, and network integration restrict training realism, throughput, and compliance across the school. The project will deliver permanent power, expanded hardstand, communications towers, and fibre connectivity to enable concurrent, high‑fidelity field training. The area will have generators and Special Equipment Vehicle/Special Equipment Systems (SEV/SES) containers to enable austere simulation. Phase 1 of the project will include the construction of an approximately 3700 m² gravel pad to incorporate and support training infrastructure and equipment.
