Public Comment Period on Intent to Make a Determination
Combined Joint Intelligence Modernization (CJIM) Proposed New Facility - Canadian Forces Base Kingston

July 10, 2024 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has identified the need to better provide deployed units with timely access to specialized equipment and infrastructure. To address this need, DND and Canadian Armed Forces (CAF) have initiated the Combined Joint Intelligence Modernization (CJIM) project. This new facility will include office space, a warehouse, outdoor storage, parking and associated site works.

The estimated footprint for the interior storage and maintenance space is approximately 2,200 square metres, with the estimated footprint of the associated exterior area being approximately 6,000 square metres. The proposed Site for construction is currently comprised of maintained grasses with no other vegetation or trees. A water tower previously located on the north-central portion of the Site was demolished in 2021. The new facility will be connected to utilities which currently exist at the Site.
