Notice of Determination

The Department of National Defence has determined that the proposed ‘Construct Land Vehicle Crew Training System Facility- 3rd Canadian Division Support Base Edmonton' project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures

Although these projects are not expected to have any significant environmental impacts, implementation of mitigation measures will be monitored by the Department of National Defence during construction. Mitigation measures required include:

  • All work must be completed by qualified professionals.
  • Department of National Defence Contaminated Sites Instruction for existing soil conditions and all new fill to the site will be followed.
  • If dewatering is needed during construction activities, trace concentrations of PFAs in groundwater should be kept onsite and handled appropriately.
  • Surface soil containing trace concentrations of PFAs should be kept onsite and handled appropriately.

The Department of National Defence is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Department of National Defence may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
