Fenceline Replacement - Prince Albert Training Area, Saskatchewan

June 26, 2020 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the proposed project and its potential effects on the environment. The Proposed Project

This project comprises of the replacement of 7.5 kilometres of new wire fence, three (3) metres inside the Department of National Defence (DND) property line, around the entire perimeter of the Prince Albert Training Area, located two (2) kilometres north of Prince Albert, Saskatchewan. The project is a response to the existing fence being damaged and removed in sections. Trespassers have used the area for recreational purposes, posing a safety risk to themselves and a security and safety risk to DND. The project involves removing an existing barb wire fence, resurveying the property boundary, clearing the fence right-of-way, and installing a new fence as specified in the contract documents. Work consists of but is not limited to:

1. Locating and marking the DND Prince Albert Training Area property boundary, including the new fence locations (three (3) metres inside the property line), using a Legal Land Surveyor.
2. Registering all Legal Land Surveying documentation with land titles and provided documentation.
3. Remove and dispose of 7.5 kilometres of existing fence and all its components from DND property and fill in old post holes.
4. Clearing the 7.5 kilometres of fence line by grubbing, mowing, and grading three (3) metres on both sides of the new fence location (six (6) metres in total) to ground level creating a uniform surface.
5. Installing 7.5 kilometres of new two (2) strand double twisted barb wire/one (1) strand single barbless bottom wire fence three (3) meters inside the DND property line.
6. Installing one (1) new metal gate at the southwest entrance.
7. Install missing "No Trespassing" signage around the perimeter (as required).
